This looks like Wedge Tailed Eagle. It is widely found in Shri Lanka. These eagles are larger than any other raptors apart from some vultures.

yes i saw this bird near the tank @ Anuradhapura.huge bird while it's moving wings are blowing,gliding so nice...

Nice to identified this bird so I like to add more information which collect, I found some video clips @ Youtube which include some nice movement of this bird ,one clip has taken by  Gehan de Silva Wijewardana @ Mineriya National Park,

Visal it's Nice shot,i hope u catch this bird near the tank,

Hi Visal,

It is a Grey Headed Fish Eagle (Ichthyophaga ichthyaetus) who are common near dry zone tanks. Read more info at:
